As I understand it, the Tour is an elite set of tournaments for those teams SERIOUS about playing Ultimate. Most of these teams have squads of at least 12-15 players. If your student team can only manage 8 or 9 players for these events, then I would say that you're not that serious. If individuals amongst your student team ARE serious about playing quality Ultimate, then they should find themselves a larger Open team for the summer and join them for the Tour.
