Can we have some input from the Exeter Hat Tournament Director?  

My current team (Learning Curve) has 1 junior on permanent roster here, and
we have a couple that practice with us also - there are no restrictions in
this area (Bay Area, CA) as to whether you can have Juniors on your team or
not, and certainly no restrictions at the Hat tournaments.
