There is (always has been) a section in the rules about how "missing" or "new" teams are added/seeded... if you've never been heard of, you'll possibly get a lower seeding than you deserve. If you draw your first matches at random, teams get stung unless you follow the "Swiss" format all weekend, If you try seeding your teams, why bother with this stage? - you're going into pools anyway, and you may end up with someone in the wrong pool!
