A slightly more considered UTI response (before Colin chips in):

I agree that it's pretty poor that we can't manage a half-assed league in a city this size. I like the Ottawa model but Sarah: are you sure about not allowing pre-formed teams? It may be the case in DC, but I'm sure I've heard of others where it's happens (Vancouver?).

I think people would generally prefer to play with their friends than on a hat team, and would also feel a greater sense of responsibility to turn up. If people made an effort to create mixed-ability teams (or you could legislate - no more than x players from a top 4/8/16 tour team) I think you'd get a reasonably competitive league.
