The rules state that to qualify for the junior division, they must be aged 18 or under as of January 1st in the year of the tournament. Or another way to look at it, that means anyone who doesn't turn 20 in the year of the tournament. This should allow (almost) everyone who is still at school to compete, and some who are in their first year at University.
