Fact: In the SE there is a body called SESSA (South Eastern Students Soprts Association, or something). There may well be equivalent bodies in other regions. Beware - some of the rest is heresay... Apparently they administrate the local student leagues for hockey, football, rugby, squash, etc. They are unconnected with BUSA, and they do not demand sports council recognition for affiliation. I was thinking of talking to them last year when I was running the SE student league, but i didn't get round to it. I thought about it again this year, but the league doesn't really seem to have quite materialised yet. It might be worth looking in to, just not by me (too much shit to shovel).
