Just to clarify (so that we don't go around in circles...)

In fact, these things are closely linked.
The "announcement early next year" (or sooner if possible)
will be a re-writing and clarification of the WHOLE TOUR.

This is largely the result of the meeting we had reading
the questionnaires and trying to iron out the problems that
we had already seen.  So in a sense, the new 'tour rules' will
be an "edited" version of publishing the results of the
questionnaire.
